The frameworks we work within

NIST AI Risk Management Framework

The federal NIST AI RMF is the most widely adopted AI risk framework in U.S. public-sector AI deployment. Our implementation methodology maps directly to NIST AI RMF functions: govern, map, measure, manage.

State-level AI governance legislation

State governments are moving fast on AI legislation. The Texas Responsible AI Governance Act (TRAIGA) is one of the most developed examples, establishing requirements for state agency AI deployment including risk classification, human oversight, and public accountability. Equivalents are emerging in California, New York, Colorado, Connecticut, and others. We track the landscape and align engagements with the relevant state framework.

Sector-specific compliance

AI deployments rarely operate outside an existing compliance regime: HIPAA for healthcare, FERPA for education, CFR Title 42 for Medicaid, SOX for public companies, GLBA for financial services. We design AI implementations that thread the existing compliance environment, not around it.

Industry-recognized responsible AI principles

Beyond regulation: fairness, accountability, transparency, and explainability principles published by IEEE, ISO, OECD, and others. We bring these in where they raise the floor on what regulation requires.

Human-in-the-loop on consequential decisions

AI assists; humans decide. We design every public-facing AI system around the assumption that the human must remain accountable for the outcome.

Public-facing AI notice

When an AI system interacts with citizens or contributes to consequential decisions, we build the notice infrastructure required to disclose it — in language a citizen can understand.

Algorithmic accountability and bias auditing

We audit AI systems for disparate impact across protected classes and document the auditing methodology so it can withstand external review.

Risk management documentation

Every engagement produces the risk documentation required by NIST AI RMF, applicable state AI legislation, and any applicable federal program oversight.

AI acceptable use policy

We help agencies adopt and operationalize AI acceptable use policies for their workforce — drawing from published agency templates and tailored to the agency's mission.

Vendor neutrality

We do not resell vendor licenses. We do not take vendor referral fees. Our recommendations are accountable to the agency's mission, not a partner stack.

Why this is non-negotiable for us

North Star Solutions was founded by someone who has worked inside state government, delivered federal Medicaid program implementations, and authored documentation that influenced state policy on refugees' access to public benefits. We have seen what happens when systems are built without the people they affect at the center. We won't do AI any other way.
